Gotham's underworld figures meet for a summit and suspicion and paranoia result in a shootout in which several of them are killed, causing chaos to break out in the city, and Oracle, Batgirl, Nightwing, Orpheus, Onyx, and Tarantula try to keep order while Batman determines who caused these events.
