Scooby-Doo, Shaggy, and the rest of the gang are shadowed by a reporter as they investigate the mystery of a monster poster with a monster who comes and goes and brings back stolen items. Then, a surfing competitionon Tiki Tongo becomes a scary place to be when the spirit of King Tongo, the first warrior chief of the island, makes an appearance and starts th reatending all of the foreigners.
